Abstract
To analyse the trajectory of Primary Health Care (PHC) in Cabo Verde, a literary review
was made on the themes Alma-Ata, Astana and Cape Verde to verify the comprehensive health strategy contained in the PHC in the country, whose independent life coincides with the time between the Declarations of Alma-Ata and Astana. The initial conditions were quite difficult in resources of all nature, with basic health needs that were being supplanted with the application of PHC precepts. In addition, these were incorporated into the country’s fundamental documents, with emphasis on the Constitution of the Republic and applied in practice. The interventions were positive and effective, especially health education, curative primary care for acute respiratory care, and oral rehydration. The organization of the services and their presence on the most isolated islands were important. The project for Maternal and Child Protection and Family Planning proved to be a key element in the implementation of the general policy of the PHC. The evolution of the rates of infant and children under 5 years mortality, maternal mortality and vaccination coverage indicated a general improvement in the living conditions and health of people due to interventions of public policies, also in social, environmental and income aspects. The health system is confronted by the requirement of universal coverage to modernize,
offering better hospital care, but continuing to update and extend the PHC.
