Abstract
Portugal ocupou a Presidência do Conselho em três ocasiões: 1992, 2000 e 2007. Estes momentos corresponderam a diferentes fases do processo de integração europeia e a diferentes posições portuguesas em relação à integração europeia. No artigo são analisadas as presidências em três níveis diferentes: a definição dos programas e prioridades políticas, a organização da máquina diplomática e a gestão dos vários processos, e uma avaliação dos resultados obtidos, a partir da perspetiva portuguesa de política externa e em termos do seu impacto no processo europeu.
Portugal has held the presidency of the Council on three separate occasions: 1992, 2000, and 2007. These terms correspond to different phases in the European integration process and to different Portuguese positions with respect to European integration. This paper analyses the presidencies on three different levels: the definition of their political programmes and priorities, the organization of the diplomatic machinery and the management of various dossiers, and an assessment of the results obtained, from the perspective of Portuguese foreign policy and in terms of its impact on the European process.
