Relações económicas Portugal-Brasil: Política externa e grupos de interesse no Estado Novo (1965-1968)

This article aims to contribute to the study of Portugal’s external economic relations withBrazil during the late Estado Novo. It looks at the interaction between State actors and anorganized interest group —the Portuguese Industrial Association —, aiming to clarify thecontext related to the signature and exchange of the instruments of ratification of thePortugal-Brazil Trade Agreement (1966). It is argued that institutional changes have provided new opportunities for the Portuguese industrial sector. In order to analyse such relations, fundamentally focused on the Portuguese actors, the article uses original data: the Historical diplomatic Archive of the Ministry of Foreign affairs as well as periodicals that representedthe interests of industrialists and entrepreneurs were consulted.

Este artigo pretende contribuir para o estudo das relações económicas externas entre Portugal e o Brasil durante o período final do Estado Novo. O artigo centra-se na interacção entre actores estatais e um grupo de interesse organizado, a Associação Industrial Portuguesa,pretendendo-se clarificar as circunstâncias que rodearam a assinatura e a troca dos instrumentos de ratificação do Acordo Comercial luso-brasileiro de 1966. Argumenta-se que mudanças institucionais proporcionaram uma maior possibilidade de actuação aos industriais portugueses. Para analisar estas relações, fundamentalmente focadas no lado português,recorreu-se a dados originais do Arquivo Histórico-Diplomático bem como a periódicos que representavam os interesses dos industriais e empresários.
