Regional Resilience and Dependence on Tourism in a Changing Climate: Strategic Pathways for the Algarve Region, Southern Portugal, Through the Case Study of the Municipalities of Silves, Albufeira and Loulé

Abstract

The Algarve region, which socio-economy is mostly based on Sun and Sea tourism, may experience a decline due to the loss of beach area as a tourist resource because of sea level rise. As such, an adaptation pathway to enhance the regional resilience of Mediterranean regions such as the Algarve is necessary in a changing climate. Thereby, knowing that the sector diversification conduces to a regional resilience enhancement, a reduction in the Sun and Sea tourism suitability in the Algarve region could be compensated by a strategy of economic diversification, supported by sustainable touristic products, inherently contributing to increment regional resilience and to avoid the decline considering future degradations. Therefore, a paramount opportunity lies in finding nature-based, cultural, and creative tourism products to be promoted to ensure resilient long-term prosperity through economic diversification. This chapter aims to present strategic guidelines for tourism diversification for other tourism products for the Algarve region in a changing climate. Thus, a survey was applied to 400 tourists and to 400 residents, and a Delphi survey was conducted to 3 experts, 7 decision-makers, and 15 tour operators in order to assess which tourism pathways should be followed for the sustainable development of this region.
