Redes colaborativas locais na ação pública em educação: Reflexões a partir da participação em projetos de investigação

O modelo de organização em rede, baseado na interdependência das relações, negociação e mecanismos de confiança e compromisso, tem vindo a ganhar relevo no âmbito dos processos políticos envolvidos na ação educativa. Emergindo de forma voluntária ou proposto pelo governo central, este modelo a nível local justifica-se no quadro dos processos de descentralização e na procura de soluções flexíveis e contextualizadas a problemas complexos, combinando-se com a vontade de inovação e a mobilização de conhecimento. Tendo por base as experiências no âmbito de dois projetos de investigação, em que de alguma forma se promove a criação de redes colaborativas locais em educação, questionamo-nos sobre as potencialidades e limites deste modelo enquanto instância regulatória e debruçamo-nos especificamente sobre o papel dos investigadores e do conhecimento científico. As reflexões sobre as atividades desenvolvidas, os papéis assumidos pelos vários intervenientes e suas relações permitem-nos caraterizar a natureza e alcance da regulação proporcionada por
este espaço e também levantar questões sobre a sua sustentabilidade, considerando a sua dimensão identitária, a sua estrutura e a motivação para a ação.

The network organization model has been gaining importance in the context of the political processes involved in educational action. It is based on the interdependence of relations, negotiation and mechanisms of trust and commitment. As it emerges voluntarily or by the hands of central government, at the local level this model is justified within the framework of decentralization processes and the search for flexible and contextualized solutions to complex problems, combined with a desire for innovation and the mobilization of knowledge. Based on the experiences within the scope of two research projects, in which the creation of local collaborative networks in education is promoted, in this article we reflect upon the potential and limits of this model as a source of regulation and we specifically focus on the role of researchers and scientific knowledge. Reflections on the activities carried out, the roles assumed by different actors and their relationships allow us to characterize the nature and scope of the regulation provided by this space and also raise questions about its
sustainability, considering its identity dimension, its structure and the motivation for action.
