Abstract
O procedimento de Avaliação de Impacte Ambiental (AIA) permite uma decisão sobre a viabilidade dos projetos baseada numa ponderação alargada dos fatores ambientais, entre os quais o Património Cultural. A participação nos procedimentos de AIA, iniciada de forma sistemática há cerca de 15 anos, constitui atualmente uma das principais tarefas da tutela e dela resulta a maior parte da atividade arqueológica nacional. Com o presente trabalho reflete‑se sobre a forma como se procedeu no quadro da AIA à avaliação do Património Cultural, especificamente o Património Arqueológico para o qual a tutela estabeleceu um conjunto de procedimentos metodológicos. Apresentam‑se dados sobre a atividade arqueológica decorrente destes procedimentos e analisa‑se as consequências da participação nestes processos na tutela e nos profissionais da área.
The Environmental Impact Assessment procedure (EIA) enables a decision to be made as to whether a project is viable based on a thorough appraisal of environmental factors, including the Cultural Heritage. Participation in EIA procedures, started consistently about 15 years ago, is currently one of the main responsibilities of the competent government authority, as it represents the bulk of national archaeological activity. The present work provides an insight into how the EIA was applied to Cultural Heritage Assessment, specifically to the archaeological heritage, for which the government authorities established a number of methodological procedures. Data on the archaeological activity that resulted from such procedures is presented, while an analysis is made of the consequences of participation of government authorities and archaeological professionals in this process.
