Abstract
A promoção dos direitos humanos (DH) vem, crescentemente, formando parte da política externa dos estados, e, em concreto, da política externa portuguesa (PEP), particularmente desde a transição para a democracia, embora com um cariz relativamente secundário. Mas qual é o papel da defesa dos DH na orientação externa de Portugal? A defesa dos DH está condicionada à defesa de outros objectivos? A participação da opinião pública, o risco envolvido (na deterioração das relações bilaterais ou na credibilidade do país) ou a possibilidade de captar apoios internacionais são elementos relevantes no processo de decisão? Este trabalho abordará: 1) a relação entre os DH e a política externa, enquadrando as alterações práticas nas novas agendas (novos temas) para as relações internacionais e para a política externa dos estados com as várias abordagens teóricas; 2) os DH na PEP, identificando elementos relacionados com os DH na estrutura e objectivos da acção externa de Portugal; 3) os estudos de caso (Timor-Leste, Angola, Guiné Equatorial), aferindo: a posição oficial do estado Português; o envolvimento da sociedade civil em Portugal; o risco que o tema coloca para as relações externas de Portugal; e quais os resultados (obtidos, ou não, pela acção da diplomacia portuguesa).
The promotion of human rights (HR) is increasingly forming part of the states’ foreign policy, and, in particular, Portuguese foreign policy (PFP), mainly since the transition to democracy, albeit being a relatively secondary priority. But what is the role of HR defense and promotion in the external orientation of Portugal? Is the defense of HR secondary to other objectives? Are the participation of public opinion, the risk involved (in the deterioration of bilateral relations or in the country's credibility) or the ability to capture international support important elements in the decision process? This work will address: 1) the relationship between HR and foreign policy, looking into the practical changes in the new agendas (new issues) for international relations and states’ foreign policy with the various theoretical approaches; 2) the HR in PFP, identifying elements related to HR in the structure and objectives of the external action of Portugal; 3) case studies (East Timor, Angola, Equatorial Guinea), checking: the official position of the Portuguese state; the involvement of civil society in Portugal; the risk that the issue poses to the external relations of Portugal; and what were the results (obtained or not by the action of the Portuguese diplomacy).
