Abstract
Desde meados dos anos oitenta que estão em curso, em Portugal, processos de (re)distribuição de responsabilidades entre os vários níveis de administração educativa, que afetam o modo de regulação do sistema educativo e o papel dos diferentes atores na tomada de decisão política. Recentemente, o quadro legal instituiu uma nova fase de descentralização, a operacionalizar através de Contratos Interadministrativos, que estipulam a distribuição de responsabilidades entre o Ministério da Educação, os Municípios e as Escolas, resultado de negociações prévias. Este contexto político em mudança levanta novas questões de investigação, no âmbito de uma sociologia da ação pública, que considera o caráter complexo e multidimensional dos processos de decisão política: em que medida os contratos se constituem enquanto instrumentos de ação pública? De que forma é que este processo funciona como uma regulação partilhada? Que impacto tem nas relações entre atores locais? Nesta comunicação, procura-se responder a estas questões através de um estudo exploratório sobre a forma como se desenrolou o processo de negociação e implementação dos referidos Contratos em quatro municípios envolvidos no projeto-piloto, com características diferenciadas no que toca à sua dimensão, contexto socioeconómico, população e resultados escolares. Com esse intuito, recorre-se à análise dos Contratos Interadministrativos, bem como a entrevistas semiestruturadas a representantes da Câmara e diretores de escolas.
(Re)distribution of responsibilities processes among educational administrative levels that have been implemented for the last three decades, in Portugal, affect the educational system mode of regulation and the role of different actors in policy-making. Recently, the legal framework instituted a new decentralization phase, to be operationalized through Administrative Contracts, which stipulate, after previous negotiations, the distribution of responsibilities between the Ministry of Education, Local Authorities and Schools. This changing political context raises new research questions, within the framework of a public action sociology that considers the complex and multidimensional nature of policy-making processes: to what extend do contracts constitute public action tools? How does this process work as a shared regulation? What impact does it have in the relation between local actors? It is the aim of this communication to answer these questions, through an exploratory study on the negotiation process and contract implementation in four local authorities involved in the pilot project, with different characteristics in terms of size, socioeconomic context, population and school results. To that end, we analyse these administrative contracts and some semi-structured interviews applied to local authorities’ representatives and school principals.
