Abstract
Este artigo analisa a ação do Secretariado da Reforma Administrativa, o primeiro órgão central de coordenação da reforma administrativa criado pelo Estado Novo português. Além de ter como objetivo a apresentação da atuação de um organismo ainda bastante desconhecido da historiografia, devido ao desaparecimento do seu espólio arquivístico, este artigo pretende desvendar a relação entre a decisão política de dar início à reforma administrativa e as idiossincrasias e prioridades do regime no final da década de 1960. Para atingir esses objetivos e contornar a falta do referido espólio, recorreu-se à análise de debates parlamentares, legislação e publicações da época, bem como a variada documentação ministerial. Argumenta-se que a criação do Secretariado foi devedora do impacto das lógicas de planeamento económico que marcaram a segunda metade dos anos de 1960 e que os objetivos apresentados pelo organismo procuraram ser resposta às prioridades políticas que acabariam por marcar a primeira fase do governo de Marcello Caetano. No final, conclui-se existir uma profunda relação entre a preparação e execução do III Plano de Fomento e a criação do Secretariado, sendo que as idiossincrasias do regime que conduziram à sua criação acabariam, também, por marcar o seu fim.
This article analyzes the action of the Secretariat for Administrative Reform, the first administrative reform coordination organization created by the Portuguese “Estado Novo”. In addition to present the action of a body still quite unknown in the historiography, due to the disappearance of its archive, this article aims to investigate the relation between the political decision to initiate administrative reform and the regime’s idiosyncrasies and priorities in the late 1960s. To achieve these goals and to overcome the lack of documents, the analysis of parliamentary debates, legislation and contemporary publications, as well as documentation from various ministries was called upon. It is argued that the creation of the Secretariat was due to the impact of the economic planning rationales that marked the second half of the 1960s and that the objectives of the organization were an answer to the political priorities of the first phase of Marcello Caetano’s government. In the end, it is concluded that there is a profound connection between the groundwork and the execution of the Third Development Plan and the creation of the Secretariat, as well as that the characteristics of the regime that led to its creation would also be responsible for its end.
