Abstract
Nos últimos quarenta anos foi-se estruturando, de forma evolucionária e sob liderança dos Estados Unidos um ecossistema que organizou a nível mundial a oferta de petróleo e a regulação do seu preço o qual rompeu com as abordagens mercantilistas de necessidade de controlo pelos estados consumidores de territórios com recursos energéticos de grande valia. Depois de caracterizar este ecossistema, o artigo apresenta três exemplos concretos que demonstram o papel central dos Estados Unidos no sentido de aumentar a oferta de petróleo a nível mundial, fora e dentro da OPEP.
In the last 40 years, in an evolutionary way and under the leadership of the United States, an ecosystem has been taking shape that structured, at a global level, the oil offer and the regulation of its price, which broke away from the business-minded need of control by the countries supplied by territories with a vast wealth of energy resources. After describing this ecosystem, the paper introduces three particular examples that demonstrate the central role of the United States in increasing the world-wide oil offer within and outside the opec.
