Abstract
Este artigo visa contribuir para uma leitura dos processos migratórios das últimas décadas, colocando em confronto diversas teorias explicativas socioeconómicas. Pretende igualmente abordar a discriminação racial sofrida por imigrantes e refugiados, fornecendo uma perspetiva socio-histórica sobre o racismo e os processos de discriminação, integração e inclusão. Por fim, este trabalho procura problematizar as atuais políticas de acolhimento de refugiados em Portugal e a linguagem que é utilizada, através da análise de documentos como o II Plano para a Integração dos Imigrantes, aprovado em 2010 pelo Governo português e o mais recente plano estratégico para as migrações implementado pelo Alto Comissariado para as Migrações entre 2015 e 2021.

This article aims to contribute to an interpretation of the migratory processes of recent decades by confronting various socio-economic explanatory theories. It also addresses the racial discrimination suffered by immigrants and refugees in the European Union and Portugal, providing a socio-historical perspective on racism and the processes of discrimination, integration, and inclusion. Finally, this work seeks to problematize current refugee reception policies in Portugal by analysing documents such as the 2nd Plan for the Integration of Immigrants, approved in 2010 by the Portuguese government, and the most recent strategic plan for migration implemented by the High Commission for Migration between 2015 and 2021.
