Liberdade de circulação do conhecimento no domínio da segurança e defesa na União Europeia: o caso do Erasmus militar em Portugal

The aim of this essay is to explain how the evolutionof free movement of knowledge and mobility occurred at aEuropean level within the fields of security and defense. Buildingon the evolution of the Area of Freedom, Security andJustice in addition to the Common Security and Defense Policy,we frame the systems developed by these very policies andhow they are interlinked with the circulation of knowledge ata European level. On the other hand, we also try to explainthe apparently divergent paths and methods that both policiesfollowed, while focusing on the exploration of the Portuguesecase. We offer primary attention to the development of MilitaryErasmus in order to demonstrate its weak implementation and development at national level, despite the urgency in its application. This is a necessity which derives from the need to disseminate knowledge, integration and academic internationalisation of military and police institutions of higher education.Finally, we strive to determine the various mutations, constraints and challenges faced by Military Erasmus in Portugal, as well as establish the importance of its implementation/development to the credibility of national military and policeinstitutions as well as the strengthening of knowledge in the fields of security and defense of the European Union.
