N2 - This contribution seeks to understand why the completeness and preciseness of the coalition agreement varies in four European countries (Belgium, the Netherlands, Italy and France). Fuzzy sets are considered as the appropriate method in an exploratory research context because they allow the necessary dialogue between ideas and evidence. The results suggest to consider the writing of the agreement as a two-level game: between the parties and between the government and the parties which support it.
