Abstract
O artigo tem como objetivos: i) discutir a eficiência do processo de revisão dos Planos Diretores Municipais (PDM), analisando o desempenho da ação procedimental de planeamento; ii) identificar os fatores críticos da sua eficiência; iii) ponderar em que medida esses fatores críticos encontram resposta no quadro legislativo alterado em 2014/2015. O caso de estudo recai sobre os PDM da Área Metropolitana de Lisboa, com três enfoques: quantificação temporal dos procedimentos inerentes, mediante dados da Comissão de Coordenação e Desenvolvimento Regional de Lisboa e Vale do Tejo; conhecimento acumulado dos atores técnicos relevantes no processo, recolhido através de entrevistas semiestruturadas; confronto dos fatores críticos identificados com a resposta legal vigente. Conclui-se com alertas sobre as maiores vulnerabilidades identificadas no processo e com propostas que visam contribuir para a melhoria da regulação do processo de planeamento.
The objectives of this paper are: i) to discuss the efficiency of the review process of Municipal Master Plans, analyzing the performance of the planning procedure; to identify critical factors in its efficiency; to ponder over the extent to which the changed legal framework, in 2014/2015, responds to those critical factors. The Municipal Master Plans of Lisbon Metropolitan Area are taken as case study, explored from three different approaches: temporal quantification of planning procedures through data provided by the Regional Coordination and Development Commission of Lisbon and Tagus Valley; analysis of accumulated knowledge from relevant technical stakeholders, collected through semistructured interviews; confrontation between the critical factors identified and the current legal response. The paper concludes with warnings concerning the major vulnerabilities identified in the process and proposals towards a better planning process regulation.
