Abstract

BETWEEN RHETORIC AND PRAXIS: WILL THE CRISIS KILL TERRITORIAL COHESION’S PRINCIPLES? Territorial Cohesion implies a diverse Europe and a multi-scalar balanced territorial development. As a privileged tool, structural funds aim to strengthen their territorial perspective. However, this added-value may be limited by the crisis effects, mostly in Europe’s periphery. Adopting Portugal and the Alentejo region as case studies, the paper demonstrates how financial limitations are compromising national territorial development guidelines implementation and how this recessive context is penalizing territorial cohesion.
