Abstract

Universal dependence on information systems makes civil society and defense vulnerable to cyberattacks. Every leader is responsible for cybersecurity and risk mitigation. A four-step approach helps identify and manage risks. National approaches to cybersecurity blend public and private assets and rely on regional cooperation and international standards. Blockchain encryption offers one route to greater security, with the cost of higher energy use and processing times. Cause-effect analysis and event ranking help to focus defensive efforts on the highest risk with the greatest impact.
