Abstract
From the bibliographical analysis, case law and available numbers, the study aims to demonstrate the need of class actions to judicial review of public policies related to social-economic rights, in order to enable the assessment of the public budget scarcity, with particular regard to the principle of equality (possibility of provision's universalization). Besides, class actions allow a broadening of the democratic discussion through public hearings and “amicus curiae” intervention and the possibility of a more profound and reasoned reflection on complex issues, including the decision's execution and its consequences.
