Abstract

In this paper we argue that to match the USA innovation program European Union has to design a strategy that takes into account European history and the afct that there are asymmetries and tensions between states and regions. Both the Lisbon and the Europe 2020 agendas think of Europe as a homogeneous identity, as an abstract concept that hardly matches reality. The biggest challenge for Europe is to learn how to deal with diversity and overcome the gap between the EU discourse, which is always plural, and its practice that is applied in a monolithic way.
