Alinhamento e Evidências do Contributo para o Desenvolvimento Sustentável: Guia para Bibliotecas

Sobre a Estratégia de Alinhamento para a Sustentabilidade A Estratégia de Alinhamento para a Sustentabilidade (EAS) resulta da colaboração entre a Associação Portuguesa de Bibliotecários, Arquivistas e Documentalistas (BAD) e uma equipa de investigadoras do CHAM – Centro de Humanidades, uma unidade de investigação interuniversitária vinculada à Faculdade de Ciências Sociais e Humanas da Universidade NOVA de Lisboa e à Universidade dos Açores.
O âmbito desta colaboração envolve o desenvolvimento de estratégias de alinhamento para os serviços de informação, com o foco primordial nas bibliotecas.
Sobre o Projeto Bibliotecas e a Agenda 2030
Em 2017, a B.A.D. assumiu junto da International Federation of Library Associations and Institutions (IFLA) o compromisso de promover em Portugal
uma maior consciência sobre a importância das bibliotecas e do acesso à informação no âmbito da Agenda 2030 da ONU e quanto ao seu contributo
para o cumprimento das metas dos 17 Objetivos do Desenvolvimento Sustentável (ODS). Procurando ampliar estas iniciativas de sensibilização e robustecer as competências dos/as profissionais de Informação e Documentação e das decisoras e decisores políticos neste âmbito, a BAD respondeu ao segundo convite lançado pela IFLA no âmbito do International Advocacy Programme
(IAP) apresentando uma proposta para financiamento de um projeto para promoção da Agenda 2030 e valorização do contributo das bibliotecas portuguesas para o desenvolvimento sustentável a nível local, regional e nacional.
Com o apoio financeiro da IFLA e coordenação da B.A.D., surge, assim, o Projeto Bibliotecas para o Desenvolvimento e a Agenda 2030 da ONU, que, de abril a agosto de 2018, irá desenvolver várias iniciativas, entre as quais se enquadra a de desenvolvimento de competências de gestão e alinhamento estratégico em dois workshops, a ter lugar no mês de julho, em Lisboa e em Braga.

Alignment and Evidences of the Contribution for Sustainable Development: Guide for Libraries is one of the
activities undertaken to complete the Project Libraries for Development and the UN Agenda 2030 /AprilJully 2018) - an initiative of the B.A.D. – the Portuguese Association of Librarians, Archivists and
Documentalists in conjunction with IFLA - International Federation of Library Associations and Institutions
(International Advocacy Program) to enhance the contribution of Portuguese libraries to sustainable
development at local, regional and national levels. This Guide for Libraries was developed by a team of
researchers from CHAM - Centre for the Humanities (NOVA FCSH and University of the Azores).
It is aimed at three goals:
→ To explain the international and national context of the 2030 Agenda for Sustainable Development
and the importance of strategic alignment.
→ To present a Model for the Alignment and Evidence Gathering of Libraries’ Contribution to
Sustainable Development.
→ To guide library and information professionals in the process of alignment and evidence gathering of
libraries’ contribution to the achievement of Sustainable Development Goals (SDGs).
The Guide offers a set of tools to support libraries’ advocacy efforts towards their recognition as active
and valuable partners in the development and implementation of national, regional and local strategies
that will help delivering on UN’s Transforming Our World: the 2030 Agenda for Sustainable Development:
1) The Roadmap for the alignment and evidence gathering of libraries’ contributions to the 2030
Agenda: it is the cornerstone of the Model for the Alignment and Evidence Gathering of Libraries’
Contribution to Sustainable Development supporting the alignment cycles. Four steps need to be
taken: Step 1 - Pre-planning and learning; Step 2 – Planning in the face of alignment; Step 3 -
Implement; and Step 4 - Using evidence to advocate for libraries.
2) Supporting documents: Glossary; List of information sources; Alignment map (a representation of
potential (inter)relations between the Dimensions that frame potential impacts of library activities/
projects and the SDGs); and Measures and indicators (cross-cutting measures and indicators that are
potentially applicable to all SDGs, as well as examples of indicators, measures and other specific
evidences).
In the alignment process, it should be highlighted the use / adaptation, whenever possible, of UN Global
Indicators and the corresponding Portuguese national indicators (National Institute of Statistics), as well
as of ISO 11620 – Library performance indicators and ISO 16439 - Methods and procedures for assessing
the impact of libraries, complemented by the Global Libraries Impact Planning and Assessment Guide, the
Generic Learning Outcomes and Generic Social Outcomes (Arts Council England).
