Abstract
A saúde digital consiste no uso das tecnologias de comunicação e informação em saúde e tem vindo a ser implementada um pouco por todo o mundo. Perpassando os diversos níveis de funcionamento dos sistemas de saúde, desde a reestruturação organizacional dos serviços até ao acesso dos utentes aos cuidados, a saúde digital apresenta-se como um elemento importante para atacar os problemas de sustentabilidade experimentados pelos sistemas públicos de saúde. Em Portugal, a implementação da saúde digital tem mesmo sido entendida como uma estratégia fundamental para a reforma do sistema de saúde, a qual foi recomendada no âmbito do programa de assistência económica e financeira que o Governo se comprometeu a cumprir e que esteve em vigor de 2011 a 2014. De instrumento técnico, a saúde digital passou a assumir a qualidade de instrumento económico-político.O objetivo desta apresentação é promover uma reflexão crítica sobre as assemblagens globais da saúde digital, partindo-se da caracterização da discursividade global sobre a saúde dos indivíduos e das populações associada às novas tecnologias de comunicação e informação e analisando-se as formas que a sua tradução tem vindo a assumir na realidade portuguesa. Em última análise, pretende-se perceber como o ecossistema da saúde digital está a ser coproduzido em Portugal e identificar os efeitos dessa coprodução no desenho do sistema de saúde e na reconfiguração dos comportamentos de procura de ajuda em saúde adotados pelos indivíduos e pelas populações.
Digital health, or eHealth, consists of the use of health information and communication technologies and is being implemented throughout the world. Crossing the different levels of functioning of health systems, from the organizational restructuring of services to the access of users to care, digital health is an important element to tackle the sustainability problems experienced by public health systems. In Portugal, the implementation of digital health has even been understood as a fundamental strategy for the reform of the health system, which was recommended within the scope of the economic and financial assistance program that the Government undertook to comply with and which was in effect from 2011 to 2014. From a technical instrument, digital health started to assume the quality of an economic-political instrument.
The purpose of this essay is to promote a critical reflection on the global assemblages of digital health, starting from the characterization of the global discourse on the health of individuals and populations associated with the new technologies of communication and information and analysing the ways that its translation has been taking over in the Portuguese reality. Ultimately, the aim is to understand how the digital health ecosystem is being co-produced in Portugal and to identify the effects of this co-production on the design of the health system and on the reconfiguration of health-seeking behaviours adopted by individuals and populations.
