Abstract
Após a II Guerra Mundial, torna-se evidente em Portugal uma maior preocupação com a aplicação de métodos científicos de organização do trabalho na Administração Pública. Este artigo pretende defender que esta tendência, bastante visível na atuação de alguns organismos estatais, se encontra, também, relacionada com o impacto de algumas lógicas internacionais difundidas por organismos como a ONU e o Instituto Internacional de Ciências Administrativas, sem esquecer o interesse internacional crescente relativamente à reforma da Administração do Estado que tem lugar na época. Analisando a ação de organismos diretamente responsáveis pelo desenvolvimento da Administração Central, torna-se visível que o Estado Novo se envolve num processo de reforma que permite a criação de órgãos cuja missão passava pelo desenvolvimento da organização científica do trabalho ao nível da Administração Pública, bem como o estabelecimento de contactos com o exterior através, por exemplo, da participação de técnicos nacionais em ações de formação no estrangeiro.
After World War II, the Portuguese Public Administration began to give a greater attention to scientific management. This article intends to defend that this trend was also related to the impact of some international logics widespreaded by the United Nations or the International Institute of Administrative Sciences, not to mention the growing international interest in the reform of State Administration that began in those decades. Analyzing the action of some organisms that were directly responsible for the development of Public Administration, it is concluded that, despite fears and hesitations, the Portuguese Government ended up allowing the creation of organisms that developed scientific management in Portuguese Public Administration, and permitted the establishment of foreign contacts and the participation of technicians in training activities abroad.
