Graduated in Medicine from Universidade Federal Fluminense (1985), Master in Public Health from the State University of Rio de Janeiro (1992) and PhD in Public Health from Fundação Oswaldo Cruz (1999). He is a Researcher at Fundação Oswaldo Cruz (Brazil) and held the position of Director of the Department of Programmatic and Strategic Actions in Health from the Ministry of Health from March 2009 to January 2011. He has experience in the area of Human Resources in Health, with an emphasis on Bioethics, acting mainly on the following themes: bioethics, research ethics, aging, education and biotechnology. In 2008 he assumed the Presidency of the National Council for the Rights of the Elderly (CNDI) for the 2009-2010 management. Director of the Regional Office of FIOCRUZ in Africa based in the city of Maputo-Mozambique from March 2011 to February 2015. He completed a senior internship at the National School of Public Health at Universidade Nova de Lisboa with a CAPES research grant (99999.002473 / 2015 -01), from September 2015 to August 2016 with the Research Project entitled " Aging, Health and Integrated Care Network aimed at the elderly population with functional dependency: what can we learn from Portugal?". He is a visiting professor at the NOVA National School of Public Health in Lisbon where he coordinates the Curricular Unit Active and Healthy Aging.
