Personal information

Julia is a PhD candidate in Law at NOVA School of Law (NSL), Portugal. Her doctoral research focuses on unlocking intellectual property restrictions to transfer knowledge and technology, particularly ensuring access to and utilisation of marine green technology by least developed countries. She holds a master's degree in Law and Economics of the Sea (NSL) and a postgraduate degree in International Law from the Federal University of Rio Grande do Sul (UFRGS), Brazil. She is an advisor to the Brazilian delegation during the negotiations of the BBNJ Agreement (from 2019 to 2023) and Brazil's advisor on the BBNJ Agreement during Brazil's presidency of the G20 (2024). Her main goal is to give voice to the Global South - more than learning from academics and policymakers, Julia wants to be a turning point in shaping the protection of marine biodiversity and building solid bridges between all stakeholders. She is part of the NOVA Knowledge Centre on Intellectual Property and Sustainability at NSL and a visiting researcher at The Nippon Foundation Ocean Voices Programme at the University of Edinburgh, UK.
