Personal information

Dedicated and skilled professional with experience in research, cooperation and capacity building projects, having worked as research and projects manager for the last 4 and a half years. He also worked as a military officer in the Brazilian Navy, as a lecturer and as an attorney. He is a PhD candidate in Law at Universidade Nova de Lisboa (Portugal). He holds a Master's Degree in Political Science and International Relations with emphasis in Strategic Studies of Defense and Security from Universidade Federal Fluminense (UFF, 2016, Brazil). His dissertation on evaluation of technology transfer contracts under military programs was awarded at a national level by the Brazilian Ministry of Defense and won the René Dreifuss Award 2017, as the best dissertation of 2016, becoming a book in 2021. He also holds a Bachelor's Degree in Law from UFF (2012, Brazil) and two Post-Graduate Degrees. He has published scientific papers in the areas of policy evaluation, defense industry, science, technology and innovation, technology transfer and lawfare.
