The present communication aims to conduct a comprehensive analysis of social innovation initiatives within the SIRENE project, referencing the inherently anthropological nature of development projects. According to Jean-Pierre Boutinet's proposed analysis, these projects reflect vital needs, constitute cultural opportunities, are essential bets, and propose pragmatic perspectives on future realities. The objective is to examine the discrepancy between the declared intentions of the project, such as the 'bottom-up' approach, and its actual implementation, often reflected in 'top-down' practices. This analysis will be substantiated with concrete examples of adhocracy, one of the main pathologies of projects, arising from the lack of problematization and resolution of the differential positioning of the agents involved in their conception, design, implementation, and management.

The communication does not merely identify project failures but also presents constructive suggestions to overcome them. Proposing community-oriented solutions, reinforcing cultural sensitivity in project practices, and advocating for participatory approaches will be fundamental aspects addressed.

Thus, this proposal aims to contribute to more inclusive and culturally appropriate social innovation initiatives, aligned with the real needs of the communities served by the SIRENE project.
